Background of the Study
Bukola Saraki, as the former governor of Kwara State and later as the president of the Nigerian Senate, played a significant role in shaping health policies in Nigeria, particularly in his home state, Kwara. During his tenure as governor from 2003 to 2011, Saraki initiated several health reforms aimed at improving the healthcare system in Kwara State, including the establishment of health insurance schemes, the improvement of healthcare infrastructure, and the provision of essential medical supplies to rural and underserved areas. His initiatives in the health sector were also aligned with national health policies and efforts to address widespread health challenges such as maternal mortality, child health, and access to healthcare services.

Ilorin West, as one of the major local government areas in Kwara State, was directly impacted by these health reforms. Despite these efforts, health challenges such as inadequate infrastructure, understaffed medical facilities, and limited access to healthcare in rural areas persisted. Therefore, it is important to evaluate the effectiveness of Saraki’s interventions in improving healthcare delivery in Ilorin West, particularly focusing on the impact of his initiatives on healthcare accessibility, quality of services, and health outcomes in the region.

Statement of the Problem
Despite efforts to improve healthcare infrastructure and services in Kwara State, residents of Ilorin West continue to face challenges in accessing quality healthcare, particularly in rural and remote areas. These challenges include inadequate health facilities, limited access to modern medical equipment, and high healthcare costs. Bukola Saraki’s interventions aimed to address these issues; however, the extent to which his health policies improved healthcare delivery in Ilorin West is yet to be fully assessed. This study seeks to evaluate the effectiveness of Saraki’s health policy interventions in Ilorin West and their long-term impact on healthcare accessibility and outcomes.

Objectives of the Study

  1. To assess the impact of Bukola Saraki’s health policy interventions on healthcare accessibility in Ilorin West.

  2. To evaluate the effectiveness of Saraki’s healthcare initiatives in improving health outcomes in Ilorin West.

  3. To identify the challenges and limitations faced in implementing Saraki’s health policies in Ilorin West.

Research Questions

  1. How did Bukola Saraki’s health policy interventions impact healthcare accessibility in Ilorin West?

  2. What were the effects of Saraki’s health policies on health outcomes in Ilorin West?

  3. What challenges were encountered in the implementation of Saraki’s health policies in Ilorin West?

Research Hypotheses

  3. The implementation of Saraki’s health policies in Ilorin West faced significant challenges.

Scope and Limitations of the Study
This study will focus on the health policy interventions initiated by Bukola Saraki during his tenure as governor of Kwara State and their impact on healthcare in Ilorin West, particularly in terms of healthcare accessibility, outcomes, and infrastructure. The study will not examine health policies outside of Ilorin West or during his Senate leadership, nor will it cover other areas of Kwara State.
